Florida Hospital’s Patient Safety Program: A Movement toward High ReliabilityIn 1999 the Institute of Medicine’s report “To Err Is Human” was a call for action to the healthcare industry. Emphasis was placed on designing a healthcare system at all levels to make it safer. Since that time there has been increased national attention place on the implementation of safety systems, participation in mandatory reporting systems, knowledge enhancement on safety, and the raising of performance standards and expectations for improvements in safety. Florida Hospital has accepted the challenge of moving toward becoming a high-reliability organization (HRO). An HRO is known to have systems that can be complex and risky, yet safe and effective. To this end the hospital and has dramatically increased their understanding and attention to patient safety and clinical excellence. As a result many safety & quality initiatives have been implemented. This presentation will include an introduction to Florida Hospital, its mission and vision, with a summation of the key performance indicators and metrics, and a view of some of the safety and quality initiatives that have been implemented as part of the journey for safe and reliable healthcare. |

Cynthia Ware, Patient Safety Officer, Florida Hospital – Orlando
Cynthia is a Registered Nurse and has worked at Florida Hospital for approximately 10 years. She has over 25 years of experience in the field of Nursing. She holds a BSN from Columbia University, MSN from Russell Sage Graduate School, and an MBA in Health Care Administration from Southern Adventist University. She began her career specializing in critical care and oncology nursing. Upon completion of advanced degrees, Cynthia transitioned into the academic arena where she held positions of Adjunct Faculty at Russell Sage College, and Assistant Associate Professor at Florida A&M University Schools of Nursing. While at Florida Hospital her oncology back ground helped paved the way for the development of a Hospital based Palliative Care Program. As Administrative Director she had system oversight of the provision of care for patients and families with life limiting and or end stage illnesses. Prior to her appointment as Patient Safety Officer, Cynthia participated in a team project to develop a management tool for Patient Safety. Cynthia’s team and executive sponsors piloted the Allen Frankel-Model of Patient Safety Executive Walk Rounds, and successfully delivered a turn key operation developed for system execution. Cynthia is also a Co-facilitator of an ICU research study between John Hopkins, Adventist Health System, and Florida Hospital. The study targets the reduction of central line blood stream infections, improvement in communication, and the development of comprehensive unit based patient safety programs. |

John
Pieno was appointed by Governor Lawton Chiles to lead the State
Department of Administration in 1991, then responsible for the pay,
benefits, and administrative procedures for the 140,000-person state
work force. As a management professional and agency head, his
responsibility was to modernize state government’s management system
to private sector standards in the areas of leadership, strategic
planning, customer focus, information and analysis, human resources,
and process management.
His commitment to
continuous improvement led to the creation of the Florida Quality
Initiative. This evolved into the Florida Sterling Council, of
which John Pieno is the current Chairman. The Florida Sterling
Council is a not-for-profit public/private partnership promoting
organizational performance excellence in all types and sizes of
organizations throughout the state of Florida. The Florida Sterling
Council administers the Governor’s Sterling Award, a statewide
quality award based on the Malcolm Baldrige National Quality Award.
Now in its 16th year, the Governor’s Sterling Award has
become the national standard for recognizing and promoting adherence
to quality principles in the manufacturing, service, public, health
care, and education sectors.
John is a
nationally-acknowledged expert in the principles of organizational
performance excellence embedded in the Malcolm Baldrige Criteria and
the Florida Sterling Criteria. His experience in performance
excellence includes implementation and assessment of processes in
many organizations in the private, government, education, and health
care sectors. He has extensive experience as a master trainer and
conducts training on the Baldrige/Sterling Criteria, the Balanced
Scorecard, and Organizational-Specific Assessment Training. In
addition, John meets regularly with leadership teams from all
business sectors to promote performance excellence.
Over the past
sixteen years, John has led the effort to expand Sterling’s products
and services in the assessment process and has diversified
Sterling’s offerings both within the state of Florida and across the
country. He has contributed to many publications on performance
excellence and lectures extensively on the subject.
John Pieno received
his BA in Management from Southeast Louisiana University. He is a
retired Naval Captain with extensive experience in leadership and
legislative affairs.
Topic:
Mr. Pieno will discuss how organizations that have implemented or
are beginning to implement quality improvement process such as Six
Sigma, Lean Manufacturing, and ISO standards are taking advantage
of the Malcolm Baldrige and Sterling Award Criteria to become more
competitive and create better workplaces and communities. |
